Administration’s Understanding of Intent Motion:
Administration understands the motion to mean that the designed fitness stations remaining to be constructed under RECR-010 would not be included as part of the project.
Operational or Organizational Impacts if Motion is Approved:
Project team will need to update design plans and previously drafted tender documents prior to tender process, potentially pushing proposed timelines forward and delaying opening of some spaces within Lacombe Park West.
Financial Implications of Motions:
This charter would remain at a funding request of $1.3M as it was reduced from $1.6M in the 2020 submission to reflect the fitness stations as an optional item.
Removing the fitness stations from the project will incur re-design costs; these costs can likely be covered by the previously approved detailed design budget. Re-design may indicate need for additional landscaping, which can likely be accommodated by the current funding request.
There would be a small decrease in operational funding required due to less inspection and maintenance required, partially off-set by potentially increased landscaping maintenance requirements.
Stakeholder Consultations:
The fitness stations proposed in Project Charter RECR 010 were planned as the result of the public engagement through development of the Lacombe Park (West) Park Master Plan. During that process, residents identified a number of priorities for future park development, including installation of fitness equipment. Development of the 3.3km fitness loop was envisioned as a unique recreation opportunity for residents; allowing for people to be physically active within their community in a variety of ways.
Residents were further engaged in 2018 during detailed design for Phase 2, which included feedback from 43 residents through an online survey, in addition to a public open house. Generally, residents were supportive of the proposal, with a few modifications to address privacy concerns of residents backing onto Lachance Park. Background:
Construction of Phase 1 of the Lacombe Park Master Plan was completed in 2015 and included two fitness stations at Lafleur and Leveque Parks. Project Charter RECR-010 completes development of the parks and open spaces in Lacombe Park West; identified as Phase 2 in the Master Plan.
Detailed design for Phase 2 was completed in 2018. Using public input, this Phase of the project reduced scope from the Master Plan, removing some elements and reducing scope of others to bring the projected costs lower.
