Federation of Canadian Municipalities Resolution - Election to the Board of Directors

RECOMMENDED MOTION(S)

1.                     That the following Federation of Canadian Municipalities (FCM) Resolution be forwarded to FCM:

 

WHEREAS the Federation of Canadian Municipalities (FCM) represents the interests of member municipalities on policy and program matters that fall within federal jurisdiction;

 

WHEREAS FCM’s Board of Directors is comprised of elected municipal officials from all regions and sizes of communities to form a broad base of support and provide FCM with the united voice required to carry the municipal message to the federal government; and

 

WHEREAS FCM’s Annual General Meeting (AGM) will be held in conjunction with the Annual Conference and Trade Show, June 6 to 9, 2024, followed by the election of  FCM’s Board of Directors;

 

BE IT RESOLVED that Council of the City of St. Albert endorse Mayor Heron to stand for election on FCM’s Board of Directors for the period starting in June 2024 and ending June 2025; and

 

BE IT FURTHER RESOLVED that Council assumes all costs associated with Mayor Heron attending FCM’s Board of Directors meetings.

 

2.                     That up to $10,000 be approved from the Council Contingency Fund to fund costs associated with Mayor Heron attending FCM’s Board of Directors meetings from June 2024 until June 2025.

PURPOSE OF REPORT

 

The purpose of the report is to bring forward a resolution from Council to FCM to endorses Mayor Heron to stand for election on FCM’s Board of Directors from June 2024 until June 2025, and to provide a funding source for the costs associated with attendance at FCM’s Board of Directors meetings during the same time period.

 

BACKGROUND AND DISCUSSION

 

In order for any councillor to run for an FCM Board Director position, they must submit a copy of a resolution passed by Council endorsing them and permitting them to seek a position on the FCM’s Board, and conforming that the City will assume any costs related to their attendance at the FCM meetings.

 

The first motion is the template resolution that FCM has provided for the purpose required. The second motion identifies a funding source for the costs associated with attendance at the meetings.

The current balance of the Council Contingency Fund is $15,000.
