That the following St. Albert Athlete and Artist Development Grants be awarded:

 

                     St. Albert Rugby Football Club:  $1,314 for the PLAY ON - Inclusive Rugby Pilot Program

                     Christiane Bilodeau:  $900 for the 2019 ITU World Triathlon Grand Final

                     Mychala Collier:  $645 for the 2019 Skate Canada Nationals

                     Maureen Dwyer:  $800 for the 2019 Boston Marathon

                     Joseph Garcia:  $900 for the Ironman 70.3 World Championship

                     Aidan MacLeod:  $800 for the 2019 National Karate Championships

                     Milan Murphy:  $320 for the Youth Bowling Nationals

                     Natika Pigeon:  $800 for the 2019 National Karate Championships

                     Grace Skrypnek:  $800 for the 2019 CEC National Youth Bouldering Championships

                     Isobel Stady:  $800 for the 2019 CEC National Youth Bouldering Championships

                     St. Albert Singers Guild:  $6,000 for the Mayo International Choral Festival

                     Abigail Wilson:  $800 for the 2019 Richmond CAMTRI Sprint Triathlon American Cup

PURPOSE OF REPORT

 

This report brings forward a recommendation from the Community Services Advisory Committee (CSAC) for allocation from the spring intake of applications for the 2019 St. Albert Athlete and Artist Development Grant for Council’s consideration and approval, as per Council Policy C-CS-01 - Athlete and Artist Development Grant.

Management of Community Granting:

Provision of funding to eligible St. Albert Not-for-profit organizations and residents in the areas of special events, sport and culture development, operational funding and capital renovations and development. 

 

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

 

The Council direction that has resulted in this matter being brought before Council is contained in Council Policy C-CS-01 - Athlete and Artist Development Grant procedures. 

 

BACKGROUND AND DISCUSSION

 

As per Council Policy C-CS-01 - Athlete and Artist Development Grant, the City may offer financial assistance to eligible St. Albert community groups, individuals, and teams for eligible programs, projects, and events in the areas of amateur sports or the arts. The funding amount available each year for this program is determined by multiplying the City’s population, as determined by the most recent census, by $0.25. In alignment to Council Policy C-CS-01 - Athlete and Artist Development Grant, unallocated dollars from the previous year are carried forward for future funding consideration.  The total amount in the St. Albert Athlete and Artist Development Grant Program for 2019 (including the carry forward amount) is $38,600.

 

Applications which met the eligibility requirements are reviewed by CSAC and recommended to Council for approval.  Two intakes are held annually, spring and fall.  On April 30, 2019, CSAC reviewed twelve eligible grant applications received through the spring intake and has recommended approval as requested for all of the applications as noted below.

 

Applicant #1:  St. Albert Rugby Football Club

                     Category:  A

                     Funding Request:  $1,314

                     The Rugby Club is seeking funding support to run a pilot program this spring.  PLAY ON Rugby is a program that provides an opportunity for children with cognitive or physical disabilities to enjoy the game of rugby structured to their abilities.

 

Applicant #2:  Christiane Bilodeau

                     Category:  B

                     Funding Request:  $900

                     Ms. Bilodeau qualified to represent Canada and compete at the 2019 ITU World Triathlon Grand Final to be held in Switzerland this August.  Christiane competes in the 16 - 19 age division.

 

Applicants #3:  Mychala Collier

                     Category:  B

                     Funding Request:  $645

                     Ms. Collier qualified to compete in the 2019 Skate Canada Nationals held in Saint John, New Brunswick.  Mychala competes in the Novice Dance category. 

 

Applicants #4:  Maureen Dwyer

                     Category:  B

                     Funding Request:  $800

                     Ms. Dwyer qualified to compete in the prestigious Boston Marathon.  Maureen competes in the 50 - 59 age division.

 

Applicants #5:  Joseph Garcia

                     Category:  B

                     Funding Request:  $900

                     Mr. Garcia qualified to compete in the Ironman 70.3 World Championship to be held this September in Nice, France.  Joseph competes in the 75 - 79 age division.

 

Applicants #6:  Aidan MacLeod

                     Category:  B

                     Funding Request:  $800

                     Mr. MacLeod qualified to compete in the 2019 National Karate Championships held in Gatineau, Quebec. 

 

Applicants #7:  Milan Murphy

                     Category:  B

                     Funding Request:  $320

                     Mr. Murphy is an elementary school student who qualified to represent Alberta at the 2019 Youth Bowling Nationals held in Oshawa, Ontario. 

 

Applicants #8:  Natika Pigeon

                     Category:  B

                     Funding Request:  $800

                     Ms. Pigeon qualified to compete in the 2019 National Karate Championships held in Gatineau, Quebec.

 

Applicants #9:  Grace Skrypnek

                     Category:  B

                     Funding Request:  $800

                     Ms. Skrypnek is a student who qualified to compete in the 2019 CEC National Youth Bouldering Championships held in Montreal. 

 

Applicants #10:  Isobel Stady

                     Category:  B

                     Funding Request:  $800

                     Ms. Stady is a student who qualified to compete in the 2019 CEC National Youth Bouldering Championships held in Montreal. 

 

Applicants #11:  St. Albert Singers Guild

                     Category:  B

                     Funding Request:  $6,000

                     The St. Albert Singers have been invited to compete in the Mayo International Choral Festival in Mayo, Ireland.

 

Applicants #12:  Abigail Wilson

                     Category:  B

                     Funding Request:  $800

                     Ms. Wilson qualified to represent Canada at the 2019 Richmond CAMTRI Sprint Triathlon American Cup held in Richmond Virginia.   Abigail competes in the Junior Elite Women Division.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

All applicants are encouraged to meet with Administration prior to the intake deadline to ensure the applicant and the event meets the basic eligibility requirements set out in the policy, and to receive assistance and clarification if needed.

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

 

Total funds for the St. Albert Athlete and Artist Development Grant for 2019 are $38,600.  If the recommendations contained within this report are supported and $14,879 is awarded, then $23,721 will be left for disbursement for the fall intake in 2019.

 

Legal / Risk:

 

Grant recipients are required to utilize funds as specifically authorized and to report to the City in a specified manner on the use of those funds.  Recipients are advised that the failure to comply with these requirements may result in a demand to repay the funding or a refusal to provide grant funding upon future application.

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendation, the following alternatives could be considered:

 

a)                     Refer the matter back to Administration or CSAC for further consideration, as per the discussion held by Council, and be brought back to Council at a future date.

 

b)                     Amend the recommended amounts to an alternate amount as determined by Council.
