RECOMMENDED MOTIONS

1. That Bylaw 27/2022, being a bylaw to repeal the Standing Committee Bylaws 39/2019 and 40/2019 and to amend the Procedure Bylaw 3/2018 and various Council Committee Bylaws, be read a first time.

 

2. That Bylaw 27/2022 be read a second time.

 

3. That unanimous consent be given for third reading of Bylaw 27/2022.

 

4. That Bylaw 27/2022 be read a third time.

PURPOSE OF REPORT

 

The purpose of this report is to present a bylaw to repeal the Standing Committee Bylaws 39/019 and 40/2019 as directed by Council on July 4, 2022.

On July 4, 2022, Council passed the following motions:

 

AR-22-186

That the standing committee governance model be discontinued, and that effective immediately no further meetings of either the Community Living Standing Committee or the Community Growth and Infrastructure Standing Committee be scheduled.

 

That Administration bring to Council at the regularly scheduled meeting on August 15, 2022 a bylaw to repeal Bylaws 39/2019 and 40/2019 that established the Standing Committees together with motion to amend other bylaws and to amend or rescind other motions as required to reflect the discontinuance of the standing committee governance model.

 

BACKGROUND AND DISCUSSION

 

Bylaw Amendments

 

The Standing Committee bylaws are being repealed and the Standing Committees will accordingly cease to exist.

 

The Procedure Bylaw is amended to account for the removal of the Standing Committees.

 

Related Council Committee bylaws (for the Community Services Advisory Committee, the Environmental Advisory Committee, the Seniors’ Advisory Committee, and the Youth Advisory Committee) are amended to account for the removal of the Standing Committees.

 

Council Governance Structure

 

If Bylaw 27/2022 is passed, the Council calendar will be amended by deleting the Standing Committee meetings. Two regular Council meetings will remain per month, on the first and third Monday of the month with a 2 PM start time.   Attached to this report for information is the Council meeting calendar for the remainder of the current Council year, through to the Organizational meeting and Council meeting on October 24, 2022, as it will be if Bylaw 27/2022 is passed.  This is identical to the calendar that is currently posted on the City website except for removal of the Standing Committee meetings.

 

Potential changes to the status quo with respect to the governance structure and day and time of Council (or potentially Committee of the Whole) meetings can most logically be considered at the organizational meeting on October 24, 2022. Administration expects, at that time, to recommend that Council move to two Council meetings per month, on the first and third Tuesday of each month, and one Committee of the Whole meeting on the second Tuesday of each month, all with a 9:30am start time.  However, a motion to that effect is not being recommended at this time.

The administrative structure of the organization would not be affected. Only Council’s governance structure would be changed by the removal of Standing Committees.

 

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendation related to the August 2022 - October 2022 Regular Council Meeting Calendar, the following alternatives could be considered:

 

Alternative 1. If all members of Council are present at the August 15 meeting, as required under section 193(1) of the Municipal Government Act, Council could make changes to the date, time, or place of previously scheduled regular Council meetings.
