RESPONSE

RECR-025 focuses on the Repair, Maintenance, and Replacement (RMR) of park and outdoor recreation amenities. This includes planning, design, and construction of parks, sports fields, playgrounds, and their supporting facilities throughout the city. As part of the 2026 RECR-025 RMR charter submission, the primary work item will be the planning and design for the redevelopment of Lions Park.

Lions Park is one of five city wide parks in St. Albert and serves as a year-round hub for community for civic events, spontaneous activities, public washrooms, year round access, and a key entry point to the Red Willow Trail system. The redevelopment will address long-standing concerns, such as safety, security, and drainage. It is expected to support increased park usage as St. Albert moves toward a population of 100,000 residents.

As part of the planning process outlined in this charter, Administration will preserve the existing park functions while reconfiguring the park to resolve persistent issues. Proposed improvements include the redevelopment of facilities and amenities such as the washroom building, playground, and picnic shelter. Additionally, general site and landscaping enhancements will address drainage concerns, improve park lighting, and create better public seating areas.

The 2027 budget projections assume construction work in Lions Park, as well as other RMR projects for park and outdoor recreation amenities across the city. The estimated costs for Lions Park and other locations are detailed in the charter’s capital project worksheet under Structure/Building Construction (e.g., public washroom) and Landscaping (e.g., drainage and other park-related work). Contingency funding has been allocated in accordance with corporate recommendations for projects at this planning stage.

Construction estimates in the charter are based on insights gathered from the 2024 planning exercise for Lions Park and Millennium Park. Cost projections, including contingency, will be further refined through work in 2026, which is scheduled for completion prior to the submission of the 2027 budget.
